VTL 1175 and VTL 1176: obstructing traffic
New York State vehicle and traffic law doesn’t allow drivers to block traffic; if you aren’t sure that you can get your vehicle out of the way, then you shouldn’t start across in the first place even if you have a green light or other signal to go ahead. If there’s not enough room for your car on the other side of the intersection (per VTL 1175) or the railroad crossing (VTL 1176), then an officer could write you a ticket for obstructing traffic. Pleading guilty would get a driver two points and fine as high as $243 for a first offense within 18 months.
